Merge branch 'citations-and-sigla'
Citations are parsed into structure and re-rendered, so book names, abbreviations, punctuation style and numbering tradition become files a user edits rather than strings frozen in the data. New lib/citation (Book, Parse, Render, Sigla); [bible] and [sigla] sections in language files; lang/traditions.ini for numbering; three config keys and CLI flags. --raw emits every citation byte-for-byte as stored, bypassing the whole pipeline, so output stays diffable against lectio and the raw view does not depend on the parser being correct.

; Same convention as lang/la.ini's own [sigla] -- see that file's header
; note for why shipping this changes no output (byte-identical to
; Colitur_citation.Render.default_style). Kept in step with la.ini
; deliberately, not because English needs a different punctuation
; convention of its own: Task 9 Step 5 asserted both are the SAME shipped
; convention.

[bible]
; Task 10. Traditional English (Douay-Rheims) names for every id in
; Colitur_citation.Book.all (book.ml), needed for a real reason, not
; completeness for its own sake: [meta] fallback = la (above) means that
; WITHOUT an entry here, a book name would resolve through the chain to
; lang/la.ini's own Latin name -- so `--lang en` would print "Liber Genesis"
; rather than an English name. That is the opposite of what every other
; section in this file relies on (a missing entry degrading to a WORSE but
; still-usable form); for book names specifically, the fallback's target
; language is wrong, not merely less complete, so this section is filled in
; full rather than left partial the way [celebration] deliberately is (see
; this file's own header note).
;
; English is not a liturgical source language for the 1962 Missal (this
; file's own header note again), so nothing here carries a docs/research/
; scan citation the way lang/la.ini's [bible] rows do -- these are the
; standard, well-attested Douay-Rheims book names, not a primary-source
; transcription. Two spelling conventions, matching the id's own origin:
; - a Vulgate-numbered id (book.ml's `table`) gets its TRADITIONAL
; Douay-Rheims English name -- "3 Kings" not "1 Kings", "Isaias" not
; "Isaiah", "Apocalypse" not "Revelation" -- because the shipped data
; IS Vulgate, and a reader who has not chosen `--sigla-tradition
; modern` should see the naming convention that actually matches the
; numbering they are reading.
; - a tradition target (book.ml's `tradition_targets`) gets the MODERN
; name it exists to reach -- "1 Kings", "Hosea", "Revelation" -- since
; selecting `--sigla-tradition modern` is exactly the reader asking for
; modern numbering, and modern numbering pairs with modern naming.
